To provide a wire winding device and a wire unwinding device capable of consistently and uniformly winding and unwinding a wire without any fluctuation in the winding tension and the unwinding tension attributable to the fluctuation in the length or the angle of the wire to be wound or unwound when the wire is wound around or unwound from a bobbin, or without any other problems.

The wire winding device is used for winding a wire 2 to be fed from a wire feeding unit 1 around a bobbin 3, and comprises a first traverse 10 for reciprocating the winding position A of the wire 2 along the axial direction of the bobbin 3, and a second traverse 20 which carries the wire 2 between the wire feeding unit 1 and the first traverse 10 and reciprocates a carrying part B of the wire 2 in the same direction as the winding position A and synchronously at the one-half speed of the moving speed of the winding position A.
