To provide an efficient user selection method in a multi-user MIMO system.

A base station is provided, which includes: a user classification unit which classifies users in a self-cell into boundary users who are located in the vicinity of the boundary between the adjacent cell adjacent to the self-cell and the self-cell, and internal users except the boundary users; a user selection unit which selects a first user whose received power becomes the maximum for every resource block, and selects a second user whose channel capacity with the first user, when the same resource block is utilized, is large for every resource block from among second users different from the first user from among the users classified by the user classification unit for each of the boundary users and the internal users; and a transmission unit which transmits a signal by using the resource blocks corresponding to the first and second users to the first and second users selected by a first user selection unit.
