If message transmission is permitted from a non-illustrated base station to the mobile communication device, transmission of a second message 4032multiplexed on the first message 4031is started. Thus, since data are multiplexed within the range of maximum power EMAXusing a plurality of common physical channels, frequency resources can be effectively utilized.
