PROBLEM TO BE SOLVED: To provide a radio communication device and the like that reduce power consumption by radio communication when the radio communication device transmits a notice including its positional information.SOLUTION: A radio communication device according to the present invention includes: a positional information management unit for obtaining positional information representing the position of the radio communication device; a notification unit for generating a notice including the positional information on the radio communication device; and a radio communication control unit for transmitting the notice to a server connected via a base station that communicates by radio communication, in conjunction with communication according to start or upkeep of radio communication performed between the radio communication device and the base station.SELECTED DRAWING: Figure 1
