PROBLEM TO BE SOLVED: To provide a wireless communication system, a wireless base station, a user device, and a wireless communication method that can cope with a new establishment cause while securing backward compatibility with an existing wireless access network (wireless base station).SOLUTION: A wireless base station transmits compatibility indication indicating whether it is compatible with Establishment Cause-v13xy to a user device. If the user device determines to use Establishment Cause-v13xy, it transmits RRCConnectionRequest including an information element defined as Establishment Cause-v13xy to the wireless base station.SELECTED DRAWING: Figure 6
