A base station 12 includes: a transmission performance estimation part estimating a multiantenna transmission performance value of the base station 12 transmitting a down signal by using a plurality of antennas 20; a reception performance estimation part 54 estimating a multiantenna reception performance value of a mobile station receiving the down signal by using a plurality of reception antennas; a radio signal quality acquisition part 56 acquiring the signal quality of the down signal detected by the mobile station; and a communication performance degeneration part 58 degenerating at least either of the multiantenna transmission performance of the base station and the multiantenna reception performance of the mobile station based on the signal quality of the down signal, the multiantenna transmission performance value estimated by the transmission performance estimation part 52, the multiantenna reception performance value estimated by the reception performance estimation part 54 when the signal quality of the down signal acquired by the radio signal quality acquisition part 56 satisfies predetermined quality.
