PURPOSE: To suppress the wiring length to the minimum, and also, to determine the terminal position so that it does not become an obstruction against other wiring by determining dynamically the terminal position in a stage for moving one of the horizontal direction wirings for governing height of the central channel to the outside channel, without determining it in an initial stage.
CONSTITUTION: An initial wiring realizing part 1 sets a vertical position of each terminal in a position of that which is the nearest to the central channel in the wiring tracks of the outside of the central channel, executes all connections by using only the central channel, and stores a result in a wiring table 4. A stripping wiring part 3 moves the horizontal direction wiring to the outside of the central channel in the sequence of the horizontal direction wiring obtained by a critical path detecting part 2. Thereafter, a vertical direction of a terminal belonging to its wiring is changed so that length of the vertical direction wiring of the moved wiring becomes minimum. In such a way, the wiring length is suppressed to the minimum, and also, the terminal position can be determined so that it does not become an obstruction to other wiring.
