To provide a work management device for properly re-executing an item that has ended or stopped, and a work management program.

The work management device includes: a definition storing part 11 storing a workflow definition; an item work managing part 14 for managing work of an item on the basis of the definition stored in the definition storing part 11; an item history storing part 12 for storing a work history of the item managed by the item work managing part 14; a restart condition history storing part 13 for storing a restart condition of the item that has ended or stopped; and a restart managing part 15 for determining a working state of an item to be restarted on the basis of the work history stored in the item history storing part 12 and a restart condition stored in the restart condition history managing part 13, and causing the item work managing part 14 to restart the work of the item from the determined working state.
