A service processing contents designating means 1 accepts the processing contents of a service provided on a network by a service provider, and a service processing contents description holding means 2 holds the processing contents description, and a service processing contents description opening means 3 opens the service processing contents description to the public on the network, and an inter-service dependency detecting and setting means 4 analyzes inter-service dependency, and sets a processing procedure among the services. A user processing request inputting means 5 accepts a processing request from a user, and a service retrieving means 6 retrieves the services fulfilling the processing request from the network, and a work process execution controlling means 7 receives the services while successively breaking them down by using the service retrieving means 6 in response to the processing request.
