To provide a time start/ending management system and a telephone response method, enabling effective use of information corresponding to starting/ending state to/from the office or the like.
Upon receiving a state that indicates absence of a user 5, an attending/leaving management server 1 manages the attending/leaving of the user 5 based on the state, and notifies a telephone switch unit 2 of the state concerned. Upon receiving a connection request from an external telephone set 9 to a predetermined telephone set 8, the telephone switch unit 2 outputs a message corresponding to the state concerned to the external telephone set 9, and also outputs the connection request reception time and the telephone number of the external telephone set 9, to the attending/leaving management server 1. The attending/leaving management server 1 then transmits to a user terminal 3 the reception time and the telephone number of the external telephone set that have been output from the telephone switch unit 2.
