The workflow system has screen forming data to form an input screen of an electronic document and performs processing provided beforehand according to the electronic document when input information is inputted from the input screen; and has a paper document management means 309 which generates paper layout information when the input screen is a paper document based on the image forming data, a print processing means 111 which prints the input screen as a paper document based on the paper layout information together with a discrimination ID which discriminates the electronic document, an image input unit 302 which inputs images of paper documents written by hand, and a paper flow processing means 306 which extracts written information from the image of inputted paper document; and is characterized by changing the extracted written information to electronic written information to be used as an input of the electronic document corresponding to the discrimination ID.
