The outer circumferential part of each roll die 23 is provided with: a recessed part 40; a biting tooth 41, a forming tooth 42 and a finishing tooth 43, and a worm is formed at a workpiece from one edge side to the other edge side in the working tooth 24 of each roll die 23, and the length dimensions from one edge side to the other edge side in the working tooth 24 are set to the length dimensions at which the workpiece rotates for 10 to 35 times. In this way, the number of rotations in a workpiece during foam-rolling can be optimized, and the phenomenon that cracks are generated at the center of the workpiece or peeling is generated at the surface of the workpiece can be suppressed.
