A woven fabric having a frill includes: a base fabric part 1; frill fabric parts 2 provided on the front side of the base fabric part 1 in a required number of tiers so as to have a two-ply relation with the base fabric part 1; joining parts 3 in which the base fabric part 1 is joined to the frill fabric parts 2 by two-ply weaving; and connection parts 6 each provided so as to be extended from the front end of each frill fabric part 2 on the side opposite to a joining part 3 thereof, penetrate the base fabric part 1, and be connected to a joining part 3 in an adjacent next tier. In each connection part 6, a part on the front side of the base fabric part 1 is formed only of warp yarns 6a, and a slackened part on the back side of the base fabric part 1 is formed of the warp yarns 6a and weft yarns 6b. The presence of the weft yarns 6b prevents each connection part 6 from clinging to the back side of the base fabric part 1 and ensures a space between each connection part 6 and the base fabric part 1.
