To provide packaging paper capable of preventing gas-barrier property from being reduced.SOLUTION: Packaging paper 20 includes a paper substrate 25, a coating layer 21 coated on one face of the paper substrate 25, and a thermally adhesive resin layer 28 disposed on the other face of the paper substrate 25 via an adhesive layer 27.
