PROBLEM TO BE SOLVED: To form a permanent wave having partially different strength to the hair.SOLUTION: Wrapping paper 1 has a three layer structure by three sheets formed by sticking water-absorbing layers 3a, 3b by laminating or coating on both surfaces of a middle impervious layer 2. The hair is interposed partially by the wrapping paper 1, and each different permanent wave liquid is applied onto a part interposed by the wrapping paper and a part not interposed thereby, to thereby form each permanent wave respectively, and to impart partially strong waves thereto.SELECTED DRAWING: Figure 1
