In this yarn end pay-out device, a suction part 73c including a suction port 73a and a comb tooth 73h projecting toward the interior of the suction port 73a is positioned close to the circumferential surface of a take-up package to suck a yarn end of the take-up package. The yarn end is hooked on the comb tooth 73h and is caught and payed out. A yarn end regulating member 73f for regulating the sucked yarn end so as not to flutter while being bent at the tip of the comb tooth 73h is provided on the downstream side in the suction direction of the comb tooth 73h.
