A first deck is provided at a lower part of a godet roller, and a second deck is provided at a lower part of the first device so as to have a slightly different vertical position. Each of the first and second decks is composed of a friction roller box, a traverse cam box, and revolution drum having two bobbin holders. The friction roller box and the traverse cam box of the first deck are provided by rotating at +1 to +5 in a vertical moving direction of a slide box of the first deck. The friction roller box and the traverse cam box of the second deck are provided by rotating at -1 to -5 in the vertical moving direction of the slide box of the second deck.
