PROBLEM TO BE SOLVED: To efficiently and continuously dissolve zine for a long time.SOLUTION: Upon zinc dissolution, zinc hydroxide is deposited on the surface of the zinc, and the zinc is passivated. In the passivated zinc, the dissolution amount of the zinc is reduced, and finally, the zinc does not dissolve. In this way, even if a zinc dissolution promotion member is used, at first, the zinc can be efficiently dissolved, but cannot be continuously, efficiently dissolved for a long time. For this purpose, in this invention, while stirring the zinc dissolution promotion member and zinc, the zinc is dissolved into an alkaline aqueous solution. In this way, even if the zinc hydroxide is formed on the zinc surface, with the stirring of the zinc dissolution promotion member and zinc, zinc is abutted each other or the zinc and zinc dissolution promotion member are abutted, thus the zinc hydroxide formed on the zinc surface is shaped off.
