It is considered that the criteria proposing the following embodiment is an accurate and dominant means to solve the problems of countermeasures against global warming that surpasses a kill-two-birds-with-one-stone solution. The embodiment achieves service expansion of a flywheel power storage device to power consumer ends ranging over a civil section, a transportation section, and an industrial section. The flywheel power storage device has a possibility of increasing a ratio of non-fossil fuel power generation such as nuclear power generation in a power supply system at a faster pace than before in an economic and technological society in which an electrification ratio is increased year by year.
