PURPOSE: To prevent the occurrence of an abnormal image such as an uneven image by laminating a layer of an electrically semiconductive elastic body and a resistance layer on an electrically conductive substrate made of a metal and using cyanoethyl hydroxyethyl cellulose as the principal component of the resistance layer.

CONSTITUTION: A layer of an electrically semiconductive elastic body and a resistance layer are successively formed on an electrically conductive substrate made of a metal such as a cylindrical Al substrate. The elastic body has 102-10Ωcm volume resistivity and a rubber hardness (JIS.A) of 20-40 degrees and is made of a compsn. obtd. by dispersing electrically conductive pox,yder such as carbon black in synthetic rubber such as silicone rubber and mixing them. A material forming the resistance layer is cyanoethyl hydroxyethyl cellulose, preferably cyanoethyl hydroxyethyl cellulose having 1.0-2.0mol hydroxyethyl groups substd. per one anhydrous glucose unit and ≥1.5mol cyanoethyl groups substd. per one anhydrous glucose unit.
