PROBLEM TO BE SOLVED: To provide a novel surface treatment agent, surface treatment method, and surface treatment apparatus, capable of forming a layer having higher alkali resistance.SOLUTION: The present invention provides: a surface treatment agent for nitrided surfaces, which contains a fluorine-containing compound that has, at an end of each molecule, a carbon-carbon unsaturated bond as a group represented by -Y-A (wherein Y represents a single bond, an oxygen atom or a divalent organic group; and A represents -CH=CHor -C≡CH).SELECTED DRAWING: Figure 1
