PROBLEM TO BE SOLVED: To quickly perform off-load in a cellular communication system.SOLUTION: A radio communication device related to a first characteristic supports cellular communication and wireless LAN communication. A protocol stack of the cellular communication includes: a cellular lower layer consisting of a physical layer and a MAC layer; and a cellular upper layer higher than the MAC layer.
