PROBLEM TO BE SOLVED: To increase the operation speed, by reducing the number of processing times of cost calculation when performing the encoding.SOLUTION: A size determination method of a coding target block when encoding a moving picture has a temporary determination step S2 for temporarily determining the size of a coding target block to the size of a block having the maximum occupation ratio in the maximum coding block, with reference to the maximum coding block of a reference destination frame, determination steps S3, S4 for determining whether or not the conditions for increasing size of the coding target block by 1 size can be satisfied, when the coding mode is intra-mode, and block size determination steps S5, S6 for determining the size of the coding target block by increasing size of the temporarily determined coding target block by 1 size when the conditions are satisfied, and determining the size of the temporarily determined coding target block when the coding mode is not the intra-mode and the conditions are not satisfied.SELECTED DRAWING: Figure 6
