To provide a catalyst which drastically restrains the precipitation of carbon and keeps high activity even when used in such a reaction that hydrogen is produced from a heavy hydrocarbon such as kerosene to be used as a raw material and to provide a method for producing hydrogen by using the catalyst.
The catalyst for producing hydrogen from the hydrocarbon is manufactured by depositing ruthenium (c) of 0.5-5 mass% on the basis of the catalyst in terms of the oxide thereof on a carrier containing an inorganic oxide (a) and an alkali metal oxide (b) of 2.5-10 mass% on the basis of the catalyst in terms of the oxide thereof. The method for producing hydrogen comprises a step of reacting the hydrocarbon with steam in the presence of this catalyst.
