PROBLEM TO BE SOLVED: To produce carbonized fuel while controlling the ratio of removed chorine.SOLUTION: Carbonized fuel 8 is produced by controlling the processing temperature in a carbonization apparatus 1 for carbonizing biomass (woody biomass) by controlling means 21 to control the ratio of removed chlorine (state of removing chlorine), whereby preferred (low priced and chlorine-containing) woody biomass can be chosen based on the production cost thereof and exhaust cleaning capability according to the condition of a chlorine cleaning system or the like on the part of a user of the biomass 8 without restrictions on the state of chlorine content in the woody biomass to be used.SELECTED DRAWING: Figure 1
