PURPOSE: To obtain a powdery hair treating agent capable of controlling the amount of an oiliness regulating ingredient according to the hair quality of users, eliminating dryness and looseness of the hair quality and providing lustrous finish excellent in tough.

CONSTITUTION: A powdery hair treating agent is obtained by blending an oiliness regulating ingredient, preferably one or more compounds selected from hydrocarbons, alcohols, fatty acid esters, higher fatty acids and surfactants, especially oleyl alcohol, isopropyl myristate, isopropyl palmitate, butyl stearate, cetyl alcohol and oleic acid as a urea clathrate compound in an amount of normally 10-100wt.%, preferably 30-100wt.% in a powdery hair treating agent. The resultant powdery hair treating agent is capable of supplying the oiliness regulating ingredient according to the hair quality of users in mixing with various hair cosmetics due to its excellent mixing solubility in a shampoo, a rinse, a permanent waving agent, a hair dye, etc., and stability and preservation quality. Furthermore, the weight ratio of the urea to the oiliness regulating ingredient is normally (9:1)-(1:1).
