PROBLEM TO BE SOLVED: To provide a communication device that achieves stable calls by a fixed telephone set connected with the communication device.SOLUTION: A communication device 1 is connected with a fixed telephone set 2 and communicates with a base station 3 by radio. The communication device 1 comprises: a determination unit 141 that determines communication quality between the communication device 1 and the base station 3 on the basis of the reception state of a radio wave received from the base station 3 when power is turned on in the case where initial setting is not performed that enables a call via the communication device 1 by the fixed telephone set 2; and an initial setting unit 142 that performs initial setting if the determination unit 141 determines that the communication quality meets prescribed quality.SELECTED DRAWING: Figure 2
