PROBLEM TO BE SOLVED: To provide a complementing method for walking information that complements a lack in the number-of-steps data, and to provide a walking information management system.SOLUTION: A walking information management system includes a processing unit 16 that: searches both a walking information database 12 and a position information database 13 and retrieves time in which both walking information and position information exist; calculates moving speed, moving distance and moving time on the basis of movement information and the time thereof; calculates walking speed, stride and walking rate from the moving speed, the moving distance and the number of steps, with respect to a period when the calculated moving speed is approximately constant; and calculates an expression for relation among the calculated walking speed, stride and walking rate. With respect to the period when a user moves on foot and which is determined to have no walking information, the processing unit 16 calculates moving speed and moving time on the basis of user's position information, calculates the walking rate by assigning the calculated moving speed to an expression for relation between the walking speed and the walking rate, and then calculates the number of steps by multiplying the calculated walking rate by the moving time.
