PROBLEM TO BE SOLVED: To improve convenience of a communication device 301 and a control device 302 by preventing control by the control device 302 from being restrained more than necessary even if a processing load on the communication device 301 such as a digital camera is heavy.SOLUTION: A control device 302 for controlling a communication device 301 by transmitting a command to the communication device 301 comprises: reception means for receiving a notice of restriction on control from the communication device 301; and determination means for determining whether or not a prescribed command can be transmitted to the communication device 301 on the basis of the notice received by the reception means.SELECTED DRAWING: Figure 7
