PROBLEM TO BE SOLVED: To make it possible to improve a user's convenience in making a portable terminal into which a SIM card is inserted access a communication network.SOLUTION: A control method includes: when access from a portable terminal 2 to a communication network 20 occurs, determining whether user information stored in association with information on a predetermined SIM card 21 in a storage unit 32 is formal user information registered by a user or temporary user information set temporarily; when the stored user information is temporary user information, rejecting the access from the portable terminal to the communication network; when the stored user information is the temporary user information, transmitting information for prompting transmission of predetermined information to the portable terminal; and when receiving the predetermined information from the portable terminal, associating the predetermined information, as formal user information, with the information on the predetermined SIM card to register the predetermined information in the storage unit in order to permit the access from the portable terminal to the communication network.SELECTED DRAWING: Figure 1
