PROBLEM TO BE SOLVED: To provide a management device or the like that can balance loads among proxy servers.SOLUTION: A management device assigns a terminal to a plurality of proxy servers. The management device includes a collection unit, a calculation unit, and an assignment unit. The collection unit collects line information on a first line and a second line used for the terminal. The calculation unit calculates speed difference between the first line and the second line on the basis of line speed corresponding to the line information. The assignment unit assigns the terminal to any of the proxy servers on the basis of the speed difference.SELECTED DRAWING: Figure 6
