PROBLEM TO BE SOLVED: To provide a device for evaluating delay loss capable of evaluating how much loss an entire railway service suffers from each transport interference or an accident and how appropriate subsequent traffic control of trains is.SOLUTION: A device for evaluating delay loss comprises: a transport information management section which stores time and date information on a time and a date when an operational abnormality occurs in an operation facility; a traffic flow information management section which stores operation facility entry/exit history information of passengers and standard required time information; a required time calculation section which calculates required time from an entry place to an exit place from the operation facility entry/exit history information of the passengers stored in the traffic flow information management section; a delayed time calculation section which calculates delayed time of the passengers on the basis of the required time calculated by the required time calculation section and the standard required time information stored in the traffic flow information management section; and a loss evaluation section which calculates loss due to the operational abnormality in the operation facility on the basis of the delayed time calculated by the delayed time calculation section.
