To provide a method for excavating and removing polluted soil, for suppressing the volatilization of a harmful substance to the atmosphere or the malodor of waste at the time of excavation or transport to further reduce an environmental risk.
This method for excavating and removing polluted soil has a cooling pipe arranging process for arranging cooling pipes in polluted soil having a pollutant present therein at an appropriate distance interval, a cooling process for supplying a cooling medium to the cooling pipes to form partially frozen soil around the cooling pipes, a temperature leveling process for stopping the supply of the cooling medium to allow the cooling medium to stand for a predetermined time and obtaining substantially low temperature non-frozen polluted soil and a excavation process for excavating the low temperature non-frozen polluted soil.
