PURPOSE: To prevent the leakage of a current from the end part of a roller to an image carrier by providing an insulating member provided between a conductive core material and the image carrier, on an end part side than an elastic layer, and an insulating covering for covering the surface of the conductive core material.

CONSTITUTION: An insulating cylindrical part 41 covering the end part of a roller shaft 6 is provided on a gear 4, by unified molding by a resin mold. On the other hand, an insulating cover 8 is provided between a photosensitive body and the shaft 6, so as to be more outside than a rubber layer 1 in the longitudinal direction of the roller, and overlap with the cylindrical part 41. Further, an insulating sleeve 7 insulating a gap part between the rubber layer 1 and the cover 8 is provided besides the cylindrical part 41 including the gear 4, and the cover 8. Thus, all areas of the conductive core material 6 of the outside of the rubber layer 1 in the longitudinal direction of the roller, are insulated from the image carrier, so that the problems of the leakage from the conductive core material 6 to the image carrier can be solved.
