PROBLEM TO BE SOLVED: To treat water with a high load while suppressing power consumption.SOLUTION: Serially connected first and second deionized water production units 11, 12 each include: an anode chamber and a cathode chamber; first and second desalting chambers filled with an ion exchanger and located between the anode chamber and the cathode chamber; a first concentration chamber adjacent to the first desalting chamber on the cathode chamber side through a cation exchange membrane; a second concentration chamber adjacent to the second desalting chamber on the anode chamber side through an anion exchange membrane; and a desalting chambers-connecting passage connecting the first and second desalting chambers in series. The first desalting chamber is defined by the cation exchange membrane and an intermediate ion exchange membrane. The second desalting chamber is defined by the intermediate ion exchange membrane and the anion exchange membrane. A current is made to flow through the first and second deionized water production units 11, 12 so that the power consumption of a downstream deionized water production unit in the first and second deionized water production units 11, 12 is smaller than that of an upstream deionized water production unit.
