To provide an elevator control device and a program capable of avoiding a detection target person from getting on the same car with a user in the car.SOLUTION: An elevator control device includes an acquisition unit, a detection unit, a control unit, and a voice control unit. The acquisition unit is installed at a landing of a target floor which is a moving destination of a car and acquires information about a user from a detection device for detecting the information about the user who exists at the landing. The detection unit detects the presence/absence of a detection target person who exists at the landing of the target floor based on the information about the user acquired by the acquisition unit. The control unit controls a door of the car not to be automatically opened when the car is landed at the target floor if the detection target person is detected at the landing of the target floor by the detection unit. The voice control unit makes a first acoustic device installed on the car output by voice that the detection target person is detected at the target floor and output by voice to prompt the user to determine whether to get off the car at the target floor or move to the other floor different from the target floor.SELECTED DRAWING: Figure 4
