Provided is an emergency communication system capable of reducing a feeling of unease of a user during an emergency in an elevator. This emergency communication system (7) comprises a transmitter (23), a communicating unit (29), and a control unit (32). The transmitter (23), which is provided in an elevator (1), transmits, by wireless signals, identification information for identifying the transmitter (23), to a portable terminal (5) carried by a user (P). The portable terminal (5) sends usage information upon receiving the identification information from the transmitter (23). The communicating unit (29) receives the usage information sent from the portable terminal (5). The usage information includes the identification information received by the portable terminal (5) and setting information which indicates the possibility of voice communication. On the basis of the setting information, the control unit (32) switches the method for two-way emergency communication with the portable terminal (5) between voice communication and message communication by means of visual information when a car (15) of the elevator (1) makes an emergency stop after the communicating unit (29) has received the usage information.
