Abstract:
PROBLEM TO BE SOLVED: To prevent missing of data by deciding whether or not a coding rate exceeds a read rate from a storage memory or a multiplex output rate to a transmission line based on coding rate information so as to control a multiplex output start time.
SOLUTION: Coded data of a program subject to variable rate coding are stored in a storage memory 1 and information of a coding rate corresponding to each program are stored respectively to a storage memory 2. A controller 4 controls sequentially reading and multiplexing of program based on coding rate information of a program receiving a multiplexing output start request and coding rate information of a program in a multiplexed output. The controller decides a multiplex output start time (time) without causing missing of data in a way that a mutiplex output total coding rate of each program dose not exceed a read rate from the storage memory 1 and the multiplex output rate with a new multiplex output when a new multiplex output request is received from a terminal equipment.
