PROBLEM TO BE SOLVED: To urge replacement to a regular control board while enabling cargo handling work at minimum, when a control board of a vehicle for work is replaced to a non-regular board.SOLUTION: A cargo handling controller 219 determines whether a board 203 for steering connected to a board 202 for cargo handling is a regular board.
