PROBLEM TO BE SOLVED: To provide a foundation structure body forming a foundation structure of a solar battery panel frame that can easily shorten a foundation installation period and ensure frame installation precision, reduce the costs, and further decrease field management items, and a foundation structure using the foundation structure body.SOLUTION: A foundation structure 1 is a foundation structure in a rectangular parallelepiped shape for forming a foundation structure of a solar battery panel frame 4 having a plurality of leg parts 41a and 41b by fixing the leg parts of the solar battery panel frame individually, and has a small recessed part and a large recessed part formed adjacently to the small recessed part. A wall of the large recessed part on the other lengthwise-directional side has a plurality of large recessed part-side through holes bored in a width and/or vertical direction at symmetrical position to penetrate the large recessed part in the horizontal direction, and a recessed part partition wall and a wall of a small recessed part on one end side have a communication hole which can link the large recessed part to the small recessed part and into which a shaft member can be inserted.
