PROBLEM TO BE SOLVED: To provide a fuel cell system that has many opportunities for determining gas leakage in an anode system, and to provide a method for operating the same.SOLUTION: A fuel cell system comprises: a fuel cell stack 10; a fuel gas supply passage through which hydrogen flows; an injector 24 that is provided in the fuel gas supply passage and controls the flow rate of hydrogen; a fuel off-gas discharge passage through which anode off-gas flows; a purge valve 27 that is provided in the fuel off-gas discharge passage and discharges/blocks anode off-gas; load determination means that determines whether or not a load of the fuel cell stack 10 is constant; and gas leakage determination means that determines whether or not gas leaks, on the basis of gas pressure between the injector 24 and the purge valve 27. When a valve-closing command has been issued to the purge valve 27 in a case in which the load determination means determines that the load of the fuel cell stack 10 is constant, the injector 24 makes the flow rate of fuel gas constant, and the gas leakage determination means executes gas leakage determination.
