To prevent unrequired traveling by car-delivery of a stand-by car to a dispersion stand-by story (zone), prolongation of an average waiting time, increase of long waiting generation probability or waste consumption of energy under a circumstance in which deviation of the utilization number of persons in an ascending direction and in a descending direction is not large.
The number of stand-by cars, the stand-by car generation circumstance forecasting after a predetermined time and the present position of the car are comprehensively determined, and requirement of car-delivery is determined. Only when the effect can be truly expected, car-delivery to the dispersion stand-by story and the zone is performed.
