Abstract:
An image decoding device (31) is provided with an TT information decoding unit (13) which decodes partitioning information indicating the presence or absence of partitioning and a partitioning method in quadtree partitioning for a leaf node in a coding tree unit, and with reference to the partitioning information, does not perform quadtree partitioning on the leaf node, or performs quadtree partitioning on the leaf node on one tier using the partitioning method indicated by the partitioning information.
