PROBLEM TO BE SOLVED: To provide a video stream processing device, a video stream processing program, and a video monitoring system, allowing determination results to be fused appropriately and temporally when a plurality of applications are used to perform respective different monitoring processes.SOLUTION: A video stream processing device 10 includes: a function to acquire a plurality of images constituting a video stream; a function to associate a unique identifier in the video stream for each image; and a function to transmit a set of associated image and identifier to a human detection device 31 and a device 32 for detecting an article left behind via a communication network.SELECTED DRAWING: Figure 1
