PROBLEM TO BE SOLVED: To search a survivor in need of help efficiently and easily.SOLUTION: A Wi-Fi search control unit 105 is connected with an access point 103 of wireless LAN with which the portable terminals 101, 102 owned by a survivor in need of help and a searcher searching the survivor in need of help are connected wirelessly, and connected with a network control unit 106 of a common carrier. The Wi-Fi search control unit 105 discriminates the survivor in need of help portable terminal 101 and the searcher portable terminal 102, based on the association information of portable terminal acquired from the access point, and requests call origination to the survivor in need of help portable terminal 101, for the network control unit 106 of a common carrier corresponding to the association information of the searcher.SELECTED DRAWING: Figure 1
