To provide an implement which has a coating layer formed by applying an ink pigment on an one coating layer or a three coating layer and in which scratch resistance and wear resistance are improved to decrease fraction defective and to improve productivity, cooking performace is improved and excellent appearance is imparted and a method of forming the coating layer.

In the implement on which the one coating layer of a ceramic coating layer is formed by applying a ceramic coating material on the surface or the three coating layer is formed by successively applying a primary coat, a middle coat and a top coat on the surface, the ink pigment is sprayed and applied one or more times in dot-like state on the one coating layer or the top coating layer and then, one coating layer or the top coating layer of the ceramic coating layer and a discontinuous coating layer of the ink pigment are formed into an irregular recessed and projecting pattern.
