PROBLEM TO BE SOLVED: To provide an illuminating device including a plurality of blocks each of which can be controlled independently, in which fluctuation of brightness in a screen occurring when brightness of each block is measured with a sensor is suppressed.SOLUTION: An illuminating device includes: control means for controlling brightness of a light source by way of pulse width modulation control; and measurement means for measuring brightness of a light source as a measurement target by receiving light from the light source as a measurement target for a prescribed measurement period. In the illuminating device, when the brightness of the light source as a measurement target is measured by the measurement means, the control means: forcibly turns off a light source, for which a measurement period by the measurement means exists during a light emission period originally determined by way of a pulse width modulation control, out of light sources which are not the measurement target; and in at least either a cycle for forcible light-turning-off or a cycle which comes before or after the cycle and is adapted to extend the light emission period originally determined by way of pulse width modulation control, extends, by way of pulse width modulation control, the originally determined light emission period so that luminance reduction caused by the forcible light-turning-off of the light source can be compensated.
