To provide a lining board for a concrete form capable of ensuring rigidity as a whole, capable of eliminating the bad appearance caused by the remaining of to mark of a fine hole on the surface of concrete as a pit, capable of finishing concrete so as to have a smooth surface free from roughness and capable of efficiently discharging excess water and mixed air.

A synthetic resin film 21 having a large number of fine holes 22 formed thereto is laminated on the surface of a fiberboard 20 by superposing a synthetic film on the surface of a synthetic fiber mat to subject the same to hot press molding and cold press molding. The fiberboard has rigidity as a whole by hardening the surface layer of the fiberboard by the welding of fibers having a low melting point accompanying hot press molding and the surface layer of the fiberboard is formed so as to have density higher than that of the inside layer thereof. The fine holes of the synthetic resin film are formed so as to have an irregular shape and irregular arrangement by the melting of the film resin accompanying hot press molding.
