PURPOSE: To obtain a silicone conditioning agent containing a silicone oxyalkylene polymer, silicon oil, silicone gum or silicone oil and gum and a pre-emulsified personal care product using the agent. CONSTITUTION: An anhydrous silicone mixture is added to an aqueous base pre-emulsified personal care product anhydrous silicone mixture without further emulsifying to provide the objective stable emulsified personal care product having silicone skin conditioning agent. A silicone mixture containing silicone selected from volatile cyclopolysiloxane of the formula, [(CH3 )2 SiO]x [(x) is 3-10], nonvolatile polysiloxanes having 5-10,000 nm<2> /S viscosity and silicone gum is used as the anhydrous silicone mixture. The silicone composition further contains preferably a polymer of formula I R is an alkyl; R is Cm -H2m [(m) is 2-8]; (p) and (s) are each 18-28; (x) is 80-120; (y) is 2-10; R is H, an alkyl or an aryl} and a polymer of formula II [(p) is 8-16; (x) is 6-12; (y) is 1-8].
