An information processing device (100) includes: a setting unit (111) which sets a condition (x) in regards to ship velocity (v) and draft (d); a determination unit (112) which calculates, for each of a plurality of modification items registered in advance in regards to a ship, a fuel consumption improvement effect (ship velocity V) expected to be obtained after the modification is implemented under the set condition, and which determines one or more modification items from among the plurality of modification items, on the basis of the calculation results; and an output unit (103) which outputs information indicating the determined one or more modification items.
